Actually, you do need to pay for that :/
You can test it out in that section, and preview what it’ll look like with your changes, but to actually apply them you need to pay for it – $25 for a year I think it is. Seems fair though (since it’s an advanced feature a lot of users won’t really need, and it’s a good way for the folks at wp.com to make money).
I’m rambling now >_<
Anyway, nice theme
